Although these are merely theories but it might just work for some or perhaps give other players certain advantages over the rest. Regardless, the mystery behind this "Pokemon Go" item only delves as deep as its abysmal 0.1% to 0.4% chance of appearing. Perhaps a future "Pokemon Go" promo could significantly increase the rate of evolution items to appear as often as candy's from the recent event, so who knows.
