224 passengers were killed after a Russian passenger jet crashed in Egypt on October 31. A number of senior administrative officers reportedly imply that the Russian plane was brought down by a bomb.

"We believe it was likely brought down by a bomb," an unnamed official says, as noted by CNN Nov. 8.

Another administrative official added he is 99.9 percent confident that an explosive device caused the Russian plane crash.

A couple of weeks after the incident, the Russian government have yet to give an official comment on the alleged bombing of Russian passenger jet. Nonetheless the suspension of all flights to Egypt can be seen as an indication that Russia has the same notions with the US and UK officials, as reported by The Guardian Tuesday.

Meanwhile, the investigation on the Russian plane crash forced the Russian president to skip the APEC Economic Leaders Meeting (AELM) which will be held in the Philippines starting November 12 to 20.

Deputy presidential spokesperson Abigail Valte revealed that Putin called President Benigno Aquino III on Thursday to inform the latter that he will not be present for the APEC meeting due to some issues that the Russian government is facing.

"President Aquino replied that he understood fully well the issues that are confronting the Russian government, and that he also understands the need of President Putin to stay in his country to ensure that the reasons behind some of their domestic issues are fully investigated and threshed out," Valte says, as noted by GMA Network Friday.

She added that Prime Minister Dmitry Medvedev will represent the Russian delegation on behalf of Putin.

"The reasons that were discussed relative to the ongoing investigation on the Russian jetliner that had recently been downed. I say 'downed' because there is an ongoing investigation as to the reasons for it going down and as you know, a number of Russians suffered or perished in that crash," she says.

Valte continues, "The President did extend his understanding on the loss of life and recognize fully well that it is a cause for concern for President Putin."
